Why Governance Matters More Than Technology

Governance is the infrastructure that ensures:

The Governance Layers
Enterprise AI governance has three layers:
Layer 1: Model Governance - What models are deployed? Who trained them? What data did they train on? What are their performance characteristics? This layer answers: "What AI systems exist in my organization?"
Layer 2: Decision Governance - How do models make decisions? What human oversight exists? What audit trail is maintained? This layer answers: "Can we explain any specific decision?"
Layer 3: Risk Governance - What risks has the AI been evaluated for? What controls mitigate those risks? What happens when controls fail? This layer answers: "Are we managing risk acceptably?"
Building Control Frameworks
Effective governance requires five control types:
Preventive Controls: Stop bad things from happening. Example: You can't deploy a model without bias testing. You can't process data outside approved jurisdictions. You can't train models on unvalidated data sources.
Detective Controls: Notice when something goes wrong. Example: Model performance monitoring that triggers alerts if accuracy drops. Audit logging that creates tamper-proof records. Data anomaly detection.
Corrective Controls: Fix problems when they're detected. Example: Automated model retraining workflows. Rollback procedures. Incident response playbooks.
Mitigating Controls: Reduce impact if controls fail. Example: Human-in-the-loop approval for high-stakes decisions. Segregation of duties. Backup manual processes.
Directive Controls: Set expectations and accountability. Example: Policies defining responsible AI. Standards for model validation. Roles defining who owns model accuracy.
The Practical Implementation Path
Start with a single high-risk model. Document everything:
- What is the model? What problem does it solve? What data does it use?
- How is it validated? What metrics matter? What performance thresholds trigger escalation?
- Who approved deployment? Who is accountable for accuracy? Who can shut it down?
- How is it monitored? What logs are maintained? How long are they retained?
- What is the incident response? If accuracy drops 5%, who gets notified? What's the remediation?
This exercise forces you to understand your model. It also creates the documentation regulators want to see.
Then scale this to all AI systems. The frameworks are the same. The complexity compounds.
